Engineers

Mike Slusher, PE

President, Principal

Since joining DMP in 1994, Mike Slusher, PE, has played a key role in the firm’s growth and success. As President, he oversees all facets of operations, business development, and provides leadership in the planning and conceptual design of major infrastructure projects.

With a career focused on water resources, Mike has led the planning, design, and management of projects across North Carolina, Virginia, and eastern Tennessee. His experience includes water and wastewater treatment facilities, reclaimed water systems, utility pipelines, pumping stations, and storage facilities.

Dedicated to advancing the engineering profession, Mike served on the ACEC/NC Board of Directors from 2018 to 2024 and remains active in ACEC, NC One Water, and the Water Environment Federation. His leadership reflects a commitment to integrity, collaboration, and delivering lasting solutions for the communities DMP serves.

Michael Goliber, PE

Business Development Manager
Vice President, Principal
Michael brings a wealth of expertise in all facets of civil engineering to DMP. With extensive experience in planning, analyzing, and designing municipal utility systems, Michael has successfully managed and designed a variety of infrastructure projects, including water transmission and distribution systems, wastewater pump stations, stormwater management, and stream rehabilitation. His proficiency extends to mapping infrastructure systems for GIS analysis and building data for water system modeling, ensuring precise and efficient project execution. Additionally, Michael’s thoughtful approach as our Business Development Manager has significantly contributed to fostering strong client relationships and driving the firm’s growth.

Eddie MacEldowney

Vice President, Principal

Eddie has an extensive list of successful civil site projects for commercial, institutional and industrial clients. He has vast experience in the development of a variety of onsite and regional stormwater management facilities.

Mr. MacEldowney has also focused on the site/civil design of educational facilities for public school systems, community colleges, universities and private schools throughout our service area. These projects include the total design of site, grading, sedimentation and erosion control, stormwater conveyance, treatment and management, access roads, parking areas, off- and on-site water and sewer utilities and roadway system improvements.

He also has experience in flood plain development and flood studies for individual properties, including FEMA, CLOMR and LOMR certifications.

Lisa Meadows

Land Development Manager

Lisa brings more than two decades of experience delivering civil engineering solutions for both commercial and residential projects. She has managed and contributed to projects including medical facilities, professional offices, schools, retail, industrial parks, and subdivisions—guiding work from early planning through design, permitting, and construction support.

Ms. Meadows’ design experience includes site layout and planning, grading, erosion and sediment control, stormwater conveyance and management systems, detention ponds, bioretention cells, utility infrastructure (water and sanitary sewer), and roadway improvements. She is highly familiar with state and local permitting requirements and supports municipalities through federal and state grant application efforts to advance infrastructure funding.

Utility Coordination & Design

Kelly Hayes, PE, PLS

Utility Coordinator
Kelly brings more than 35 years of civil engineering experience to DMP. Over the last ten years, he has worked extensively with NCDOT (North Carolina Department of Transportation) Utility Coordination assignments including research, conducting utility kick-off meetings, utility relocation estimates, preparing UARRs, Utility by Others (UO) plans, Project Special Provision (PSPs), URA package (reimbursable) and EA package (non-reimbursable).

Steve McKee, PE

Utility Design Engineer
Steve brings more than three decades of experience designing and supervising the design of utility relocations for the construction of NCDOT (North Carolina Department of Transportation) projects. This experience includes design and coordination of various city and county utilities over the last several years for the relocation of water and sewer facilities in conflict with NCDOT projects. He has also prepared preliminary wet utility relocation estimates for 30+ projects to date across North Carolina.

Geomatics

Bradley Phillips, PLS

Geomatics Director
Vice President, Principal
As our Geomatics Director, Bradley works closely with our clients, manages field and office personnel, and visits project sites for pre-job reconnaissance and QA/QC reviews. Throughout his career, Bradley has spent considerable time performing every task within our survey division, from field to office. Bradley has considerable experience in boundary and topographic surveys, ALTA surveys, construction staking, NCDOT surveys, GIS data collection and SUE (Subsurface Utility Engineering) projects.

John Willis, PLS

Assistant Geomatics Director
Principal

John brings nearly three decades of surveying expertise to DMP. Beginning his career in 1993, he has amassed extensive experience and knowledge through his tenure at DMP and nine years of owning and operating his own surveying business. He possesses a comprehensive skill set in project management and has conducted a wide range of surveys, including those for development and property acquisition, boundary, topographic, control, and DOT surveys. Additionally, John has considerable experience in construction staking, covering buildings, roads, sewer systems, and utilities. His expertise and professional dedication make him an invaluable asset to our team.

John is active in the Guilford Chapter of North Carolina Society of Surveyors having served in various leadership roles.

Stuart R. Ragland, PLS

Senior Project Manager

Stuart R. Ragland is one of DMP’s licensed professional land surveyors with more than 30 years of experience in land surveying/geomatics. His career has been well versed in several types of surveys including Boundary, Topographic, Construction staking, FEMA FLOOD studies, ALTA/ACSM title, As-builts, Highway/sewer/Transmission line route, stumpage, 1st and 2nd order horizontal and vertical Control, Deformation Surveys and monitoring.

Stuart specializes in GNSS GPS, Arial and Terrestrial LiDAR systems and processing, Robotic and Manual Total stations, Civil 3d Auto CADD, MicroStation, Trimble Business Center, Trimble Access, Survey Pro and Power line systems PLS CADD.

Construction Administration

Ramon (Ivan) Canas

Assistant Construction Manager

Ivan joined DMP in March 2022 and supports the successful delivery of roadway and utility infrastructure projects through detailed construction observation and quality assurance. He is responsible for inspecting contractor methods and workmanship to verify compliance with project specifications, applicable standards, and approved construction practices.

Mr. Canas has inspection experience across a wide range of multi-faceted projects, including roadway improvements, grading, stormwater infrastructure, wet utility relocations, and pump stations. He holds multiple industry and agency certifications, including NCDOT and ACI credentials, and maintains specialized qualifications in materials testing, erosion and sediment control compliance, and pipeline condition assessment.

Administration

Cristy Anders

Human Resources Director
Our HR Director, Cristy, has experience in all levels of administrative work at DMP. She joined the firm in 1994 and has been responsible for multiple tasks including payroll, billing, developing business continuity and emergency response plans. In her current role, she works with management and employees in all aspects of Human Resources and helps create a culture where people enjoy their work. She is an active member of the ACEC/NC Business Practice Committee and the ACEC/NC HR Committee.

Angi Cranford

Marketing Director
Angi is an accomplished integrated marketing professional and has spent most of her career in public relations and advertising. Angi completed her Digital Marketing M.S. degree in 2018. She brings a wealth of marketing experience and a visionary approach to DMP, with a keen eye for detail and a passion for innovative marketing strategies. Angi is dedicated to building and nurturing community relationships, forging impactful partnerships and spearheading sponsorship initiatives that strengthen the firm’s ties with local organizations and stakeholders, highlighting her commitment to both the company’s growth and community development.
